In blogger the users have the ultimate choice to manage up to 100 Blog Authors or contributors and 100 blog readers. Its the way to contribute to a user's blog by posting, managing or even designing his templates. If you're a web developer and got a client to design his blog hosted on blogger then your client needs to give you Admin rights to access to Edit HTML section. About a year this process wasn't so much restricted to the original author and after being accepted to the contributor, he got full control over the blog. But nowadays this blogger strictly restrict this permission and there is no probability to lose anything(posts, entire blog) by the contributor. Administrator rights should be granted only when you fully trust over the contributor or your partner else it is equivalent to your blog's post mortem.
